Kansas online sports betting could go live as early as the end of 2022. Governor Laura Kelley signed SB 84 into law back on May 12, 2022, officially legalizing sports betting in the state.

The bill went into effect on July 1, 2022, yet sports betting and online sports betting remain unavailable to bettors in the Sunflower State.

There has been some optimism that Kansas could give the green light to online sports betting operators as early as Q3 2022, but there hasn’t been a meaningful update on a potential launch timeframe in quite some time.

Still, most of the difficult hurdles have been cleared, including the passing of legislation and the signing of that legislation into law. Once Kansas gives the go-ahead to online sports betting operators, players will have the chance to wager on professional and collegiate sports.

Spoke with a Kansas Lottery Commission rep today. The bill went into effect on July 1, but there are no major updates to the Kansas sports betting launch efforts so far.

The Lottery Commission will meet on July 13, the rep said, and will likely discuss sports betting timelines.

If there’s one potentially positive development, it’s that FanDuel Sportsbook and DraftKings Sportsbook have begun offering pre-registration bonuses, which typically indicate a launch could come sooner rather than later. SB 84 Introduced to the Senate

The introduction of SB 84 came back on January 26, 2021. As was the case with sports betting legislation in other states, SB 84 had to be amended multiple times before a consensus was reached.

Progress Made, Bill Stalls

In March 2021, SB 84 bounced around from the Committee on Federal and State Affairs to the Committee of the Whole. The bill ended up being amended multiple times, but the failed to be passed.

SB 84 Reappears in 2022

Nearly a year after failing to pass, an amended version of the bill passed. Eventually, both the House and Senate adopted the Conference Committee report, paving the way for the legislation to end up on the desk of Governor Laura Kelly. Before the legislation could become law, it would need to be signed by the governor.

Governor Kelly Signs SB 84 Into Law

On May 12, 2022, just six days after the legislation was presented to her, Governor Laura Kelly signed SB 84 into law. Consequently, many bettors expected to be able to wager on sports immediately. Despite the legalization of sports betting, no timeline was set for the launch of betting in the state.

One of the biggest questions surrounding the legalization of online sports betting revolves around how much tax revenue can be generated.

The tax rate varies quite a bit from state to state as a state like New York was able to negotiate a higher rate than a smaller state like West Virginia. In the case of Kansas, the tax rate of 10% is the same for online sports betting as well as retail sports betting.

It’s hard to predict how much tax revenue will be generated, as it remains unclear when Kansas will give sports betting operators the green light. The NFL season is typically when sportsbooks see a massive uptick in betting-handle and wagers. If Kansas were to go live early in the NFL regular season, one could imagine a scenario in which Kansas pulls in a total handle of around $100m, which would generate about $10m in tax revenue.

Anyone expecting Kansas to do something like $500m in total handle in their first year should likely temper their expectations, as the lack of in-state professional sports teams will likely limit the potential betting market.

Additionally, one big question that needs to be answered is whether Kansas will see a larger-than-usual boom when college basketball begins. Given that the Kansas Jayhawks are one of the biggest contenders every year, it’s likely that bettors in the Sunflower State will activate at that time.
